Upright, on a rod, in the cabinet you already have. Tumbler lids are wide and awkward, so lying flat they take over a whole shelf and roll around every time the door opens. Slide them onto a vertical rod and ten lids stand in about 3.5 inches.
Go vertical. The problem with lids is footprint, not height. A vertical organizer holds up to ten lids in roughly the space one lid takes lying flat, and the base sits on any surface, so there is no drawer to clear, no shelf to rearrange and nothing to install.
If you have a little spare cabinet or counter space, this vertical one is simplest, because nothing is mounted and you can move it anywhere. If your counters and cabinets are already full, the ELYPRO under-cabinet version uses the empty space beneath a cabinet instead.
